It mainly depends on the time you will need to issue a PO or process an on-line payment by credit-card.

Yes. You must purchase 3 copies as a license is linked to one repository.

The recommended environment is to get at least 3 environments/repositories.

You just delete the user in Visual Guard .Net console or API.

For example in the console, select the user you want to delete, right click and select delete.

Then you can create a new user.

Yes you need to request one key per repository.
When the repository is created, you need to request the key and indicate the number of users for this repository.

This should match the number of users that you have purchased.
